Serious Question — What In God’s Name Was Going On With Joe Kennedy’s Lips During His SOTU Response?

Massachusetts Rep. Joe Kennedy III — the grand-nephew of John F. Kennedy — delivered the Democrats’ official response to President Trump’s Tuesday night State of the Union address.
