When the two officers arrived on the scene, they encountered Russell Bowman, who was allegedly acting odd. Body camera footage shows the officers holding their guns while they ask Bowman to drop the screwdriver he is holding.

Bowman refused, prompting the officers to use tasers against him.

“It ain’t working,” Bowman shouted, according to the video. The officers told him to put the screwdriver down. They shot him when he lunged at them with the screwdriver.

“In this situation you will see from the video that two of the officers, or actually three of the officers tased the individual, prior to the shooting,” Louisville Metro Police Department Chief Steve Conrad said during a press conference. “Unfortunately they were not effective, which resulted in the officers having to resort to the use of deadly force.”
